SUMMARY
OF SEPTEMBER 7, 2017, MEETING WITH DUKE ENERGY PROGRESS, LLC TO DISCUSS PROPOSED LICENSE AMENDMENT REQUEST REGARDING A TRANSMISSION UPGRADE AT THE H.B. ROBINSON STEAM ELECTRIC PLANT UNIT NO. 2 (CAC'NO. MG0139)
On September 3, 2017, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Duke Energy Progress, LLC (the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss technical specification changes and a proposed license amendment request regarding H.B. Robinson Steam Electric Plant Unit No. 2 (Robinson) to reflect the addition of a second qualified offsite circuit. This proposed change s1,.1pports the addition of a new 230kV startup transformer that will be installed and connected to the existing 230kV switchyard. The meeting notice and agenda, dated August 22, 2017, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML17240A311. A list of attendees is enclosed.
The licensee presented informational slides at the meeting (ADAMS Accession No. ML17254A314).
During the meeting, the licensee provided (1) an overview of the transmission upgrade project, (2) a comparison of the current versus future Robinson electrical distribution system, (3) an overview of the license amendment request, and (4) additional technical justification for the proposed change.
The licensee anticipates submitting the license amendment request in September 2017. The NRC staff and the licensee discussed the above topics.
No members of the public participated in the meeting. No regulatory decisions or commitments were made at the meeting.
