SUMMARY

OF MARCH 4, 2015, MEETING WITH DUKE ENERGY PROGRESS, INC., REGARDING PRE-SUBMITTAL MEETING FOR 24-MONTH FUEL CYCLE PROPOSED LICENSE AMENDMENT REQUEST (TAC NO. MF5722)

On March 4, 2015, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Duke Energy Progress, Inc. (the licensee) at NRC Headquarters, Three White Flint North, 11601 Landsdown Street, Rockville, Maryland. The purpose of the meeting was for Duke Energy Progress, Inc. to discuss with NRC staff the proposed schedule, content, and level of detail to be contained in the license amendment request (LAR) for H. B. Robinson Steam Electric Plant, Unit No. 2, regarding adoption of a 24-month fuel cycle at the plant. The meeting notice and agenda dated February 19, 2015, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML15051A447. The licensee provided presentation slides prior to the meeting, which are available in ADAMS at Accession No. ML15050A087. A list of attendees is enclosed.

Duke Energy Progress, Inc. explained that the content of the LAR will use Generic Letter 91-04, "Changes in Technical Specification Surveillance Intervals to Accommodate a 24-Month Fuel Cycle, guidance. The licensee described the scope of content in the methodology used to evaluate acceptability of change to the 24-month fuel cycle to include drift analysis, core design, fuel design, and criticality analyses. The licensee referenced two LARs that were previously approved as precedents - Oconee Nuclear Station, Units 1, 2, and 3, and Indian Point Nuclear Generating, Unit Nos. 2 and 3.

Duke Energy Progress, Inc. proposes to submit the LAR in the summer of 2016. The licensee is looking for approval of its proposed LAR by late summer of 2018, since the intent of Duke Energy Progress, Inc. is to implement the NRC staff's reviewed and approved amendment by the fall of 2018. The licensee may request another pre-submittal meeting in the fall of 2015 when it is further in its review.

No regulatory decisions were made at the meeting. One member of the public was in attendance. No Public Meeting Feedback forms were received.
