By letter dated December 31, 2003, TVA submitted an application, pursuant to 10 CFR 54, to renew the operating licenses for BFN Units 1, 2, and 3. Enclosure 1 provides

updated License Renewal Commitment Tables that supersede those transmitted via TVA letter to NRC dated April 4, 2006 (ADAMS Accession No. ML060950060).

Table 3 of Enclosure 1 contains the list of License Renewal commitments which are required for Unit 1 restart. The items originate from Appendix F of the License Renewal Application

and are required to make the current licensing basis (CLB) of Unit 1 at restart the same as the CLB for Units 2 and 3.

U.S. Nuclear Regulatory Commission Page 2 April 21, 2006 Item F.3 of Table 3 is clarified by deleting the following phrase: "Revise Fire Protection Program to ensure compliance

with 10 CFR 50 Appendix R".

The phrase is deleted because it appears to commit BFN Unit 1 to a different method of compliance with 10 CFR 50 Appendix R than is currently approved on Units 2 and 3.

The remainder of the entry for Item F.3 which states:

"Revise Fire Protection Report per Unit 1 License Condition

2.C.13" describes the process that will be followed in the area of Fire Protection for Unit 1 restart. This process will make the CLB for Unit 1 restart the same as the CLB for Units 2 and 3. The process for achieving full compliance with 10 CFR 50 Appendix R for Units 1, 2 and 3 will be accomplished in

accordance with the March 6, 2006 Federal Register Notice Volume 71 Number 43, "Fire Protection Program - Post-Fire Operator Manual Actions".
