SUMMARY

OF TELEPHONE CONFERENCES ON MARCH 24 AND 31, 2004, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND THE TENNESSEE VALLEY AUTHORITY CONCERNING ACTIVITIES ON BROWNS FERRY NUCLEAR PLANT, UNITS 1, 2, AND 3, LICENSE RENEWAL APPLICATION (TAC NOS MC1704, MC1705 AND MC1706)

To maintain effective communication, the Project Management Team for the review of the Browns Ferry Nuclear Plant, Units 1, 2 and 3 (BFN), License Renewal Application (LRA) will hold weekly conference calls with Tennessee Valley Authority (TVA or the applicant) regarding the application review to discuss pertinent review items. These calls are not intended to circumvent or replace the LRA review process, but to enhance the communication necessary to accomplish this complex LRA review. The minutes of the calls will be documented in ADAMS.

On March 24 and 31, 2004, the U.S. Nuclear Regulatory Commission staff and representatives of TVA (the applicant) held telephone conferences, to discuss the items listed below:

(1) The protocol for the weekly telephone conferences - The intent of the telephone conferences is to enhance communication on matters relating to the application review.

(2) The LRA review schedule and request for additional information (RAI) process clarification - the applicant acknowledged the proposed 36-month (28 months if no hearing is involved) application review schedule. The schedule was developed to accommodate the additional reviews regarding the Unit 1 lay-up and current licensing basis upgrades, and the evaluation of the impact of the extended power uprate analysis, that TVA intends to submit in June. The staff explained the NRCs expectation for the applicants timeliness in response to RAIs.

(3) The Boundary Drawings provided with the application - The applicant clarified the nomenclature of the LRA boundary drawings submitted with the application.

(4) The Pre-Audit Documentation (PAD) for the Scoping and Screening Methodology Audit - The applicant requested further clarification on the PAD list and the Staff provided the clarification.

(5) Environmental Scoping Public Meeting scheduled for April 1, 2004, Athens, Alabama - Discussion of the logistics for the upcoming NRC public meeting.

The conference calls were useful in clarifying the intent, scope and process of the items listed above. No staff decisions were made during the telephone conferences. provides a list of the telephone conference participants. Enclosure 2 contains a Pre-Audit Documentation (PAD) that was discussed with the applicant. The applicant has had an opportunity to review and comment on this summary.

Documentation Request for the Brown Ferry Nuclear Plant Pre-Audit Documentation Site Meeting - April 20-22, 2004 Information required to support the license renewal scoping and screening methodology audit:

1. Engineering or technical reports and procedures which governed the implementation of the scoping and screening methodology.
2. Plant evaluations and description of plant and industry operating experience used to determine the scope of 10 CFR 54.4(a)(2) systems, structures, and components (SSCs). Specifically, provide ID of the components to meet Draft Interim Staff Guidance ISG-09, Interpretation of 10 CFR 54.4(a)(2).
3. Plant evaluations or specific analyses (e.g. technical position papers) performed for the scoping of 10 CFR 54.4(a)(3) regulated events (fire protection, station blackout, ATWS, and environmental qualification).
4. Provide the following documentation for the RHR/Safety Injection, Reactor Core Isolation Cooling, Main Steam, and Raw Cooling Water (Ultimate Heat Sink) : (a)

Design Basis Documents (i.e., Design Criteria Documents and Calculations), (b) component and system level scoping and screening reports, (c) maintenance rule scoping reports.

5. For those systems identified above, please have available for the audit (a) Updated FSAR information, (b) Technical Specifications, (c) current licensing basis information, and (d) P&ID diagrams.
6. Listing, description, topical report or procedure (specific reference to Updated FSAR sections may be appropriate) of Design Basis Events and other events evaluated for scoping (e.g. high wind, earthquakes, internal and external flooding, tornadoes).
7. Q-List and corresponding safety classification program description and procedures.
8. Description of the Controlled Plant Component Database and License Renewal Databases (including governing procedures).
9. Any evaluation information and LRA staff implementation guidance with regard to NRC Interim Staff Guidance applicable to license renewal activities beyond those described in Section 2.1 through 2.5 of the LRA.
10. Quality Assurance Program Guidance (i.e., procedures) as it relates to aging management programs attributes of corrective action, confirmation process, and document control.
11. Quality Assurance measures implemented for the development of the license renewal application (e.g. self assessments, quality assurance audits, independent reviews, etc.)

12. Training lesson plans or descriptions provided to the applicants staff for implementation of the license renewal process.
13. Long term plans for the future integration of the LR process into the operation of the plant and design control processes.
14. It is our understanding that TVA has already completed a 5% power uprate for Units 2 and 3. In the future, TVA may complete a 15% power uprate for Units 2 and 3 and a 20% power uprate for Unit 1. Please describe the process you propose to use for the future integration of the power up-rate information and its affect on the scoping and screening results and aging management review programs.
