By letter dated December 31, 2003, TVA submitted, for NRC review, an application pursuant to 10 CFR 54, to renew the operating licenses for the Browns Ferry Nuclear Plant, Units 1, 2, and 3. As part of its review of TVAs LRA, the NRC staff, through informal requests on March 28, 2005, and April 28, 2005, identified additional information needed concerning follow up to RAI 2.3.3.18-1 and follow up to RAI 2.3.3.22-1.

The enclosure to this letter contains the specific NRC requests for additional information and the corresponding TVA responses.

RESPONSE TO NRC REQUEST FOR ADDITIONAL INFORMATION (RAI)

CONCERNING FOLLOW UP TO RAI 2.3.3.18-1 AND FOLLOW UP TO RAI 2.3.3.22-1 By letter dated December 31, 2003, TVA submitted, for NRC review, an application pursuant to 10 CFR 54, to renew the operating licenses for the Browns Ferry Nuclear Plant, Units 1, 2, and 3. As part of its review of TVAs LRA, the NRC staff, through an informal request on March 28, 2005, identified additional information needed concerning follow up to RAI 2.3.3.18-1 and follow up to RAI 2.3.3.22-1. This enclosure contains the specific NRC requests for additional information and the corresponding TVA responses.

NRC Follow Up To RAI 2.3.3.18-1 RAI 2.3.3.18-1 asked the applicant to clarify in which of the component types "HTR" was included -- fittings, heaters, or tanks. The RAI incorrectly identified "fittings" as one of the component types in which HTR is included. In the applicants response, it also identified "fittings" as the component type in which HTR is included. Verify that the heater in question is actually listed under the component type "fittings." If not, state in which component type the heater is included.

TVA Response To Follow Up To RAI 2.3.3.18-1 The heater (HTR) was included in component type fittings in Table 2.3.3.18 and documented in the Standby Liquid Control System Report.

NRC Follow Up To RAI 2.3.3.22-1 In RAI 2.3.3.22-1, the staff requested that the applicant justify exclusion of the air filter/pressure regulators for drywell atmospheric cooling units A1 through A4 and B1 through B4, because similar Units A5 and B5 associated control air line are shown as in scope of license renewal.

The applicant in its response stated that the air filter/pressure regulators for drywell atmospheric cooling units A1 and B1, A2 and B2, A3 and B3, and A4 and B4 do not form a pressure boundary with the control air system as the air filter/pressure regulators for drywell atmospheric cooling units A5 and B5 do.

E-2 However, a drawing note (Note 6 at location F2) states:

The cooling water enters the drywell, supplying two drywell atmospheric cooling units (A and B). Each Cooling Unit has five cooling coils, four operating and one spare. Control is from the main control room by a hand switch (HS-70-16A, etc) which operates dampers and diaphragm-operated gate valves (FCV-70-16, etc). Each drywell cooling unit has five fans, any four may be used at one time and the fifth reserved as a spare.

Therefore, any cooling unit can be used as a spare unit and the configuration shown on the license renewal drawing for Units A5 and B5 can be applied to all other units. Hence, cooling units A1 through 4 and B1 through 4 also form a pressure boundary with the control air system when they are used as a spare unit. Justify the exclusion of the cooling units A1 through A4, and B1 through B4, considering the above mentioned note, from being in scope of license renewal and being subject to an AMR.

TVA Response To Follow Up To RAI 2.3.3.22-1 Based on further review the, filter/pressure regulators for the A1 through A4, and the B1 through B4 cooling units are included in scope, and drawings 2-47E610-1-LR and 3-47E610-70-1 were revised to show these components red instead of black.
