SUPPLEMENTAL SAFETY EVALUATION REPORT RELATED TO THELICENSE RENEWAL OF BROWNS FERRY NUCLEAR PLANT, UNITS 1, 2, AND 3 (TAC NOS. MC1704, MC1705, AND MC1706) - TRANSMITTAL OF SUPPLEMENT 1 TO THE SAFETY EVALUATION REPORT (NUREG-1843)

Dear Mr. Singer:

By letter dated December 31, 2003, Tennessee Valley Authority (TVA or the applicant)submitted an application to the U.S. Nuclear Regulatory Commission (NRC or the staff) for therenewal of the Browns Ferry Nuclear Plant, Units 1, 2 and 3 operating licenses for up to an additional 20 years. The license renewal application (LRA) was submitted pursuant to Title 10 of the Code of Federal Regulations Part 54, "Requirements for Renewal of Operating Licensesfor Nuclear Power Plants." The staff determined that the LRA was complete and acceptable for docketing on March 4, 2004. Since that time, the staff has reviewed TVA LRA, issued requests for additional information (RAIs), reviewed the applicant's responses to the staff's RAIs and developed a safety evaluation report (SER) with open items dated August 9, 2005, and a final SER dated January 12, 2006, to document its findings associated with the safety review of the LRA. Subsequent to these transmittals and based on further recommendations from the Advisory Committee on Reactor Safeguards, the staff has now developed a Supplement 1 to the final SER, which is enclosed.
