REVISION OF SCHEDULE FOR THE CONDUCT OF THE REVIEW OF THE BROWNS FERRY NUCLEAR PLANT, UNITS 1, 2, AND 3 LICENSE RENEWAL APPLICATION (TAC NOS. MC1704, MC1705 AND MC1706)

Dear Mr. Singer:

Enclosed is a revised schedule for the staffs review of the Browns Ferry Nuclear Plant, Units 1, 2 and 3, license renewal application. The schedule was revised from the original 36 month review plan to reflect a 28 month review plan. Because no hearing was requested and granted, the milestones associated with time to conduct a hearing were removed from the schedule. This schedule has been discussed with your staff.

The 28 month schedule accommodates the additional time the staff will need for:

(1) evaluations of the aging effects on systems and structures in Unit 1 that were in extended lay-up condition; (2) assessment of the impact of the extended power uprate evaluations on the license renewal application reviews and; (3) evaluation of the Unit 1 current licensing basis differences that are to be resolved prior to Unit 1 restart. The extended power uprate item is based on your stated intentions to submit a licensing amendment request for extended power uprate in June 2004, while the staffs review of the application for license renewal is ongoing.

Your staff indicated that the information pertaining to the application for license renewal review demonstrating that the renewal evaluations bound the uprated conditions would also be submitted at that time.

I would like to stress that this is a very ambitious schedule. Nevertheless, the NRC staff will make every effort to meet the goal of this schedule. We request that you inform the staff as early as possible should any potential delays arise in your support of the schedule.
