As part of its review of TVAs LRA, the NRC staff, through an informal request on March 2, 2005, requested additional information concerning where the T-quenchers are addressed in the License Renewal Application.

CONCERNING LOCATION OF T-QUENCHER INFORMATION IN THE LRA By letter dated December 31, 2003, TVA submitted, for NRC review, an application pursuant to 10 CFR 54, to renew the operating licenses for the Browns Ferry Nuclear Plant, Units 1, 2, and 3. As part of its review of TVAs LRA, the NRC staff, through an informal request on March 2, 2005, requested additional information concerning where the T-quenchers are addressed in the License Renewal Application.

TVAs Clarification on T-Quenchers within Reactor Vessel Vents and Drains System (System 10) in response to Section 4.6.2 follow up Question (verbal question discussed on 03/01/05 and 03/02/05 In LRA Section 4.6.2, Fatigue of Torus Attached Pipe and Safety Relief Valve Discharge Lines, the main steam relief valve piping which discharges to the suppression pool water through a T-quencher attached to the suppression chamber is included in the TLAA evaluation.

The T-quenchers are part of the discharge lines from the main steam relief valves. The discharge lines are addressed in Aging Management Review (AMR) Table 3.1.2.3 line items 6, 7, 10, 11, 23, 24, 27, and 28 under fittings and piping. The discharge lines are shown on boundary drawings 1-, 2-, and 3-47E817-1-LR.

To clarify that the Section 4.6.2 TLAA applies to the discharge lines, replace current Note 4 of AMR Table 3.1.2.3 with the following revised note: The item includes the main steam safety/relief valve discharge lines to the suppression pool. Fatigue of the discharge lines is considered a TLAA and is addressed in Section 4.6.2.

Also, in AMR Table 3.1.2.3, add Note 4 to line items 6, 10, 23, and 27. These line items are for an external treated water (submerged) environment for carbon steel and stainless steel fittings and piping and are considered part of the discharge path to the suppression pool.
