By letter dated December 31, 2003, TVA submitted, for NRC review, an application pursuant to 10 CFR 54, to renew the operating licenses for the Browns Ferry Nuclear Plant, Units 1, 2, and 3. As part of its review of TVAs license renewal application, the NRC staff, through a verbal request on October 20, 2004, identified two additional questions in the fire protection area that require a formal response from TVA. The two questions and responses were discussed during GALL Audit Number 1 during the week of June 26, 2004.

The enclosure to this letter contains the specific NRC requests for additional information and the corresponding TVA responses.

Listed below are the specific NRC requests for additional information and the corresponding TVA responses.

LRA Section Fire Protection Question 137 NRC Issue Procedure FP-0-041-INS008, Process Computer Room Halon 1301 System Functional Test, identifies a Halon 1301 Total Flooding System on Elevation 539 of the Control Bay (Room 594.0-C1). No reference to Halon Systems appears in the LRA (Scoping Screening, AMR or AMP.) Justify the exclusion of this system from license renewal.

TVA Response The Halon system does not provide fire protection for any equipment required for plant shutdown but is installed to provide equipment/property protection and meet insurance (NEIL) requirements so this system does not meet any of the criteria of 10 CFR 54.4.

Question 140 LRA Section Table 3.3.2.12

E-2 NRC Issue AMP B.2.1.23 Fire Protection Program includes reference to CO2 Systems inspection. Frequency of 18 months as an exception to GALL. AMR Table 3.3.2.12, CO2 System Summary of Aging Management Evaluate credits B.2.1.29, One-Time Inspection Program and B.2.1.39, System Monitoring Program for Aging Management.

Verify that B.2.1.23 Fire Protection Program is applied to manage aging effects on the CO2 System.

TVA Response The aging management review tables should identify the Fire Protection Program as the required aging management program versus the currently identified One-Time Inspection and System Monitoring Programs for managing aging effects in the CO2 System.
