SAFETY EVALUATION REPORT RELATED TO THE LICENSE RENEWAL OF BROWNS FERRY NUCLEAR PLANT, UNITS 1, 2, AND 3 (TAC NOS. MC1704, MC1705, AND MC1706) - REQUEST FOR ADDITIONAL INFORMATION RELATED TO APPENDIX F ITEMS IN THE APPLICATION
Dear Mr. Singer:
By letter dated December 31, 2003, Tennessee Valley Authority (TVA or the applicant) submitted an application to the U.S. Nuclear Regulatory Commission (NRC or the staff) for the renewal of the Browns Ferry Nuclear Plant, Units 1, 2 and 3 operating licenses for up to an additional 20 years. The license renewal application (LRA) was submitted pursuant to Title 10 of the Code of Federal Regulations Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants. The staff is in the process of reviewing the details submitted by you and requires additional information for the items described in Appendix F of your LRA. Please provide your response/clarifications to the following:
(i)
Any 50.59 evaluations that are already in place or expect to be completed before March 2006 regarding these thirteen Appendix F items, (ii)
Any modifications that might need the Division of Operating Reactor Licensing (DORL), NRR approval (under 10 CFR 50.90 or otherwise), as well as any constraints in preventing completion of these items identified in Appendix F of LRA, and (iii)
Any programmatic commitments identified in Appendix F (such as Maintenance Rule, Implementation of BWRVIP etc.) and how TVA proposes to resolve these programmatic commitments prior to Unit 1 restart.
It is hoped that this additional information will enable establishment of an appropriate design basis and/or current licensing basis for Unit 1. This information is required urgently within 30 days from the date of this letter.
