SUMMARY

OF JUNE 14, 2005, PUBLIC MEETING WITH FLORIDA POWER AND LIGHT COMPANY ON ALTERNATE SOURCE TERM AMENDMENT REQUESTS (TAC NOS. MC0882 AND MC0883)

On June 14, 2005, a Category 1 meeting was held among the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Florida Power and Light Company (FPL) and its contractor (NAI) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the status of proposed license amendments to adopt the alternate source term (AST) at St. Lucie Units 1 and 2. The meeting was open to the public as stated in the meeting notice dated June 1, 2005 (ML051520542).

There were no members of the public present. Enclosure 1 is a list of attendees.

The Project Manager reviewed the status of the requests, which had been submitted in September 2003. An extensive Request for Additional Information (RAI) was issued in July 2004 and responded to in September 2004, but there were still many open issues that needed to be resolved. Work on the full amendment requests was effectively suspended in the fall of 2004 so that the NRC and FPL staffs could concentrate on the portion of the Unit 2 request needed to support issuance of a steam generator (SG) tube plugging amendment for the January 2005 outage. Partial approval of AST for Unit 2 was included in the January 31, 2005, amendment approving the increase in SG tube plugging.

Following a discussion of the status and scope of work remaining, there was general agreement that resuming review of the current submittals would probably not be the most effective approach, given the number of open issues and the need for additional RAIs before review could resume. Also, completion of the review would involve the same NRC and FPL staff resources needed to focus on other higher priority licensing actions required to support upcoming outages, including a proposed amendment to further increase the SG tube plugging limit at St. Lucie Unit 2.

The FPL staff stated that they would recommend to their management that the requests be withdrawn and resubmitted after completing the higher priority work. Prior to the next submittal, the NRC and FPL staffs agreed to meet to clarify the relevant current licensing bases and discuss staff expectations for review. Withdrawal of the requests would not affect the portion of the Unit 2 AST that was approved in January 2005.
