Dear Mr. Rouse:

In our letter of March 7,1989, Reference (A), Combustion Engineering submitted a revised amendment request pertaining to our Windsor Nuclear Fuel Manufacturing Facility organization. This amendment was discussed with Mr. D. A. McCaughey of your staff at a meeting on April 17, 1989. Pertinent comments were transmitted formally via Reference (B). We have considered the comments provided and have further revised the organization amendment, which is provided in the Enclosures to this letter. At this time, we are also providing those parts of the remaining chapters in Parts I and II of the license application that are affected by the organizational changes.

As part of the organization changes, Combustion Engineering will institute a Facility Review Group (see Part I, Section 2.3) to assume an oversight function regarding facility operations. A similar I /

its former role.

Combustion Engineering, however, plans to have the l

Committee perform an annual audit of facility operations as an independent check on the effectiveness of the new Facility Review Group during the transition from Committee oversight. We will inform the Nuclear Regulatory Commission of our intent to terminate this annual audit once it is clear that the Facility Review Group has effectively assumed its oversight role.

In regard to the qualifications of key personnel important to safety, Nuclear Regulatory Commission staff have requested that an oversight l

function be provided for individuals that do not fully satisfy the primary educational and experience requirements specified in Part I, Section 2.2 of the license application. Combustion Engineering agrees to provide such an oversight function and will, in cases where it is utilized, inform the Nuclear Regulatory Commission of the affected individual and his or her qualifications for the position being filled, the person to provide oversight and his or her qualifications, and the l

nature of the oversight to be provided. Further, we will not

terminate such oversight without first informing the Nuclear Regulatory Commission of our intent to do so.

Enclosure I provides a tabulation of affected pages and their respective revision numbers. The revised license amendment is provided in Enclosure II. Ten (10) copies of the Enclosures are included for your use.
