In the Summary of Results, the Self-Assessment Task Force (SATF) report stated:

"...The SATF concludes significant progress towards improvement in all areas is evident.

It is also clear that management is aware of areas that will benefit

.from further improvements.

It is equally apparent that management is in control and is fully cognizant of all activities within the facility and-is carrying

'out its responsibilities effectively..."

In reviewing their findings three (3) additional conclus, ions:I have reached the following

1) The culture of the Windsor Nuclear Fuel Manufacturing facility has improved dramatically.

Culture change cannot, however, be considered as an activity that was finished upon completion of any Performance Improvement Program, no matter how successful.

It is an area that requires constant management attention and nurturing.

That is why I am so committed to our ongoing Quality Improvement Process.

It will only be through the continuous stressing of the.need to meet G requirements (including regulatory requirements), the first time, every time, that our culture will improve to one which will only accept zero defects.

2) Facility operations have improved substantially to the point that I believe the facility is physically in compliance with applicable regulatory requirements.- Documentation unfortunately has not'kept pace with the improv,ements in opera,tions Ls especially.in the area of radiation protection.

Lq This~ situation has been exacerbated by our lack of success in hiring additional experienced personnel.

As a result, we must now aggressively close the i

remaining documentation gaps and provide adequate staffing levels in the future.

3) Performance in the licensing area has also improved

Recent experience, however, indicates that a more thorough and critical internal review as well as more effective and timely technical communication between our staffs, y

would improve the quality and timeliness of E

licensing submittals.

We must now take the necessary

-steps to improve the efficacy of our future licensing submittals.

.At this point,.we anticipate a staff audit of our findings and we would be pleased to support such an audit at your earliest convenience.

At the time of the Staff audit a final ~ report still due from our outside consultants on radiation pro,tection,.should also be available for your staff's review.

I believe that your audit will confirm my opinion that the Windsor Nuclear Fuel Manufacturing Facility.should then be removed from the Nuclear Materials Licensee Watch List.
