Davis-Besse Nuclear Power Station, Unit No. 1 Docket No. 50-346, License Number NPF-3 Reply to Request for Additional Information for the Review of the Davis-Besse Nuclear Power Station, Unit No. 1, License Renewal Application (TAC No. ME4640), Section 2.4 By letter dated August 27, 2010, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML102450565), FirstEnergy Nuclear Operating Company (FENOC) submitted an application pursuant to Title 10 of the Code of Federal Regulations, Part 54 for renewal of Operating License NPF-3 for the Davis-Besse Nuclear Power Station (DBNPS), Unit Number 1. By letter dated February 28, 2011 (ADAMS Accession No. ML110420597), the Nuclear Regulatory Commission (NRC) requested additional information to complete its review of the License Renewal Application (LRA).

The Attachment provides the FENOC reply to the NRC request for additional information.

The NRC request is shown in bold text followed by the FENOC response.

a) Cable trays, electrical panels, electrical cabinets b) Instrument panels and racks c) Fire barrier coatings and wraps If the components are not included due to oversight, please discuss whether these components are within the scope of license renewal and subject to an AMR.

If they are excluded from the scope of license renewal, please provide the basis for their exclusion.

RESPONSE RAI 2.4.2-1 Cable trays, electrical panels, electrical cabinets, instrument panels and racks, and fire barrier coatings (i.e., fireproofing) and wraps for the Auxiliary Building are evaluated as bulk commodities in LRA Section 2.4.13. As provided in LRA Section 2.4.13, these bulk commodities are within the scope of license renewal and subject to an aging management review.

Section 2.4.3 RAI 2.4.3-1 Based on the staffs review of Section 2.4.3, "Intake Structure, Forebay, and Service Water Discharge Structure," and Table 2.4-3 of the LRA, it is not clear if the following components have been included within the scope of license renewal and subject to an AMR:

a) Water stops b) Fire barrier coatings and wraps

a) Compressible joints and seals b) Fire barrier coatings and wraps If the components are not included due to oversight, please discuss whether these components are within the scope of license renewal and subject to an AMR.

If they are excluded from the scope of license renewal, please provide the basis for their exclusion.

RESPONSE RAI 2.4.5-1 Compressible joints and seals for the Miscellaneous Diesel Generator Building are evaluated as bulk commodities in LRA Section 2.4.13. As provided in LRA Section 2.4.13, these bulk commodities are within the scope of license renewal and subject to an aging management review.

There are no fire barrier coatings (i.e., fireproofing) and wraps within the scope of license renewal that are associated with the Miscellaneous Diesel Generator Building.

Attachment L-11-089 Page 3 of 4 Section 2.4.9 RAI 2.4.9-1 Based on the staff's review of Section 2.4.9, "Station Blackout Diesel Generator Building," serves as the alternate AC source for station blackout, and Table 2.4-9 of the LRA, it is not clear if the following components have been included within the scope of license renewal and subject to an AMR:

a) Compressible joints and seals b) Fire barrier coatings and wraps If the components are not included due to oversight, please discuss whether these components are within the scope of license renewal and subject to an AMR.

If they are excluded from the scope of license renewal, please provide the basis for their exclusion.

RESPONSE RAI 2.4.9-1 Compressible joints and seals for the Station Blackout Diesel Generator Building are evaluated as bulk commodities in LRA Section 2.4.13. As provided in LRA Section 2.4.13, these bulk commodities are within the scope of license renewal and subject to an aging management review.

There are no fire barrier coatings (i.e., fireproofing) and wraps within the scope of license renewal that are associated with the Station Blackout Diesel Generator Building.

The Station Blackout Diesel Generator was installed to meet the Station Blackout Rule.

Since the Station Blackout Diesel Generator was installed after completion of the Appendix R analysis, no credit for the diesel generator was taken in the Fire Hazard Analysis Report. Therefore, there are no fire barrier coatings (i.e., fireproofing) or wraps associated with the Station Blackout Diesel Generator Building that perform an intended function for the fire protection regulated event.

Section 2.4.11 RAI 2.4.11-1 Based on the staff's review of Section 2.4.11, "Water Treatment Building," and Table 2.4-11 of the LRA, it is not clear if the following components have been included within the scope of license renewal and subject to an AMR:

a) Caulking and sealant b) Compressible joints and seals

Compressible joints and seals for the Water Treatment Building are evaluated as bulk commodities in LRA Section 2.4.13. As provided in LRA Section 2.4.13, these bulk commodities are within the scope of license renewal and subject to an aging management review.

There are no fire barrier coatings (i.e., fireproofing) or wraps that are associated with the Water Treatment Building.
