UPDATED INSPECTION PLAN FOR RIVER BEND STATION (REPORT 05000458/2023005)

Dear Phil Hansett:

The enclosed inspection plan lists the inspections scheduled through June 30, 2023, for River Bend Station. The U.S. Nuclear Regulatory Commission (NRC) provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. Routine inspections performed by resident inspectors are not included in the inspection plan. The inspections listed during the last twelve months of the inspection plan are tentative and may be revised. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes.

The NRC plans to conduct supplemental inspections in accordance with Inspection Procedure 95001, Supplemental Inspection Response to Action Matrix Column 2 Inputs due to two White Notices of Violation (NOVs) of low to moderate safety significance. The first White NOV was a failure to conduct adequate maintenance inspections of the high-pressure core spray system electrical transformer, in a letter dated July 20, 2023 (ADAMS Accession No. ML23187A639).

The second White NOV was due to the failure to conduct proper calibrations of containment radiation monitors, in a letter dated August 15, 2023 (ADAMS Accession No. ML23201A132).

These inspections will be scheduled after you notify the NRC of your readiness for these inspections in writing.

In a letter dated November 30, 2021, (ADAMS Accession No. ML21334A370), the NRC acknowledged receipt of your response to the Notice of Violation that was issued in NRC Inspection Report 05000458/2021091 and Investigation Reports 4-2020-008, 4-2020-009, and 4-2020-019, dated September 30, 2021, (ADAMS Accession No. ML21272A215). This Notice of Violation included violations involving deliberate misconduct associated with the failure to: (A)

control critical digital asset access keys, (B) ensure a tour of all required non-licensed operator watch station areas was completed, and (C) ensure that training examinations were appropriately proctored. This letter also informed you that the Regional Administrator has authorized additional non-baseline inspection using Inspection Procedure 92722, Follow Up Inspection for Any Severity Level I or II Traditional Enforcement Violation or for Two or More Severity Level III Traditional Enforcement Violations in a 12-Month Period, to review your actions to address these violations due to the range of requirements involved in the willful violations. This inspection will be scheduled when you notify the NRC of your readiness. NRC Inspection Report 05000458/2022004 dated February 1, 2023 (ADAMS Accession No.

ML23031A228), identified that from January 1, 2022, to December 31, 2022, the NRC issued three severity level IV traditional enforcement violations associated with impeding the regulatory process and informed you that the NRC was evaluating whether performance of additional non-baseline inspection procedures is warranted. The Regional Administrator has authorized an additional non-baseline inspection using Inspection Procedure 92723, Follow up Inspection for Three or More Severity Level IV Traditional Enforcement Violations in the Same Area in a 12-Month Period. The objective of this inspection is to provide assurance that the cause(s) of the traditional enforcement violations are understood, the extent of condition and extent of cause are identified and that corrective actions are sufficient to address the cause(s). This inspection will be scheduled when you notify the NRC of your readiness.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
