J s, Section Chief Date Signed FF&MS ranch SUMMARY Inspection on Deca.aber 10 and 11,1980 Areas Inspected This special, announced inspection involved 8 inspector-hours on site in the areas of reviewing adequacy of procedures to prevent contaminated waste oil from being released to unrestricted areas.
Results Of the areas inspected, two apparent violations were identified. (Severity Level III Violations - Inadequate sampling procedures paragraph 6, and excessive l
radiation levels in unrestricted areas - Paragraph 5).

Soil from this area was removed to a depth of two feet and placed in drums for disposal as radioactive waste.
Analysis of the contaminated soil indicated the principal isotopes are Co-60, Zn-65 and Mn-54.
Licerisee representatives stated that in the past five years, only waste oil drums have been stored in this area.
They also stated that before material is brought to this area, it is surveyed at least twice.

The inspector reviewed Health Physics Procedure No. 7624 which states that a 1000 ml sample of oil be obtained and analyzed to ensure that the radionu-clide concentration is less than 5x10-7 uCi/ml prior to release from radiation control areas. Hovever, the inspector noted there was no proce-dure to ensure that a representative sample was obtained.
In addition, quantities of water in the bottom of oil drums are neither detected nor analyzed. Licensee representatives stated that perhaps half of their waste oil could contain water.
In discussing possible corrective actions licensee representatives stated that probably they would revise procedures to require that waste oil be thoroughly mixed in tha drum prior to sampling and analysis or they would cease sale of waste oil to vendors. The lack of adequate sampling proce-dures is a violation of Technical Specification 6.8.1.a.

Wastr 011 Vendors A review of records indicate that waste oil has been sold in the past two years to vendors in Perry, Moultrie and Camilla, Georgia and Jacksonsville, Florida. Also, waste oil has been transferred to a fossil fuel power plant in Brunswick, Georgia. The licensee stated th;t analysis of waste oil from these vendors indicated no levels of radioactivity above background.

Independent Measurements The inspector obtained two soil samples in the decontaminated area of the waste oil storage area and two samples of oil from a waste oil dealer in Moultrie, Georgia. Upon return to the Regional office these samples were analyzed by GeLi spectroscopy.

Exit Interview The inspection scope and findings were summarized on December 11, 1980 with those persons. indicated in paragraph 1 above. The licensee acknowledged the inspectors concerns regarding waste oil sampling procedures and indicated that revisions of present procedures were being considered.
In addition, the licensee stated that at present no waste oil was being released from the licensee's control and that samples would be obtained from all locations which had received waste oil from Plant Hatch. In a telephone conversation on February 11, 1981, the Assistant Plant Manager was informed by the inspector that two violations were identified; inadequate sampling proce-dures and excessive radiation levels in unrestricted areas.

Waste Oil Storage Area The area where waste oil drums are stored is a fenced area near the metero-logical tower. Access to this area is restricted, but not for purposes of radiation control. On December 6, 1980 sc<en drums of oil were brought to this area for storage. During a survey of the drums a technician noticed the survey instrument background appeared higher than normal.
Further investigation showed this increase to be from a contaminated area of ground approximately fifteen by twenty feet.
Radiation levels in this area ranged up to 45 mr/hr at the surface and 10 mr/hr at three feet above the surface.
These levels are in violation of those specified in 10 CFR 20.105(b)(1).
