Results Of the areas inspected, no items of noncompliance or deviations were identified.

Exit interview The inspection scope and findings were summarized on April 18, 1980, with those persons indicated in paragraph 1 above. The licensee was also con-tacted by telephone on April 22, 1980 to clarify the licensee commitment to perform a random visual inspection of accessible (outside drywell) mechan-ical snubbers and have a final mechanical snubber inspection procedure by August 1,1980 (paragraph 6.a)

Hydraulic Snubbers and Restraints The inspector reviewed the licensee's surveillance program for safety-

procedure 3915; visual examination of various (random sample) installed dynamic and fixed pipe supports and restraints; and review of recent

surveillance records. The inspector had no further questions regarding hydraulic snubbers.

Mechanical Snubbers During the above mentioned visual inspection, the inspector along with a.

licensee personnel identified two mechanical snubbers, on a safety-related system, that might possibly be locked up or misaligned. The

,

licensee's investigation identified a misalignment'between the snubber shafts and the pipe clamps. The slight misalignments did not render these snubbers inoperable. Also, the snubber shafts were loosened from the clamps and stroked to verify that a locked up condition did not exist. The inspector expressed a concern that the licensee didn't have a formal visual inspection program for mechanical snubbers on safety-related systems for Hatch Plant I and 2.

Inspector Followup Item: The licensee committed to perform a random visual inspection on accessible (outside drywell) mechanical snubbers on units 1 and 2 and have a final visual mechanical snubber proceduce by August 1, 1980. Based on the findings of this random visual inspec-tion the licensee will take the appropriate action (321 and 366/80-01).

The inspector discussed the problems licensees were having with International Nuclear Safeguards (INS) mechanical snubbers. The licensee had already taken action by writing a design change request on January 1,1980 for unit I and 2 to replace these INS mechanical snubbers with other snubbers. These Design Change Requests, 80-15 (unit 1) and 80-16 (unit 2), were approved by the Plant Review Board (PRB) on April 22, 1980.

Inspector followup item: The licensee stated that when Bechtel Power Corporation completed their study to determine applicab!e (INS)

mechanical snubber replacements, that Hatch Plant Units 1 and 2 would replace these INS mechanical snubbers (321 and 366/80-02).
