Exit Interview The inspection scope and findings were Summarized on March 31, 1980 during a telephone conference with the person indicated in Paragraph 1 above.

Licensee Action on Previous Inspection Findings (Closed) Unresolved Item 321/79-07-01 and 366/79-08-01, Concrete removed from expansion anchor stress cone. The analytical approach used by Bechtel for supports where concrete has been removed from the stress cones of concrete expansion anchors was discussed with cognizant engineers. The flexibility analysis resulf.s, concrete integrity inspection results and the as-built analyses for the following supports were examined:

2P41-SW-A134 2E11-RHR-R295 2E11-RHR-H214 2E51-RCIC-HR20 It appears that concrete removed near concrete expansion anchors has been adequately reported by Georgia Power Corporation and evaluated by Bechtel.

(0 pen) IE Bulletin Number 79-14, " Seismic Analysis for As-Built Safety-Related Piping Systems," Units 1 and 2 The two Bechtel procedures for IE Bulletin 79-14, Nonconformance Determina-tion, Evaluation and Disposition, both Revision 1, for Hatch Units 1 and 2 were examined for content and complete coverage of IEB 79-14 action items.

The need for a prompt review of resurveillance packages as they are received from the field and a comparision of these new packages to the initial surveillance data for significance discrepancies was discussed with Betchel engineers.

Bechtel stated that the Unit 1 procedure would be revised to include these reviews.

The following six stress isometrics were selected for examination of the evaluation and alaysis work effort: B21-107 (Problem 31); E11-116 (Problem 56); E11-118 (Problem 35A); N11-100 (Problem 62); B21-F4, F5 and F6 (Problem 1036); E11-113.

It is noted that a new evaluation and analysis will be performed on all of these systems as the new site resurveillance data is received. Documentation examined included as-built configuration data, valve weight checklists and vendor data, seismic response curves, load inputs to the analysis and stress reports.

addressed or strengthened were discussed with the Bechtel staff. There was

no documentation to show that nonconformances identified on Unit I had been evaluated as they might also apply to Unit 2.

Although there are many substantial design differences between Hatch Units 1 and 2, it is considered that a prompt and documented evaluation of the possibility of generic problems is necessary. The inspectors pointed out that this approach should be taken on all of Bechtel's IEB 79-14 projects.

Bechtel personnel stated that nonconformances weuld be checked with regard to related units.

It is noted that Bechtel engineers were able to show that the three non-

conformances identified on Hatch Unit I did not directly apply to Hatch Unit 2.

l The second item concerned the nonconformance regarding in-adequate seismic supports for bypass piping to the condenser valve chest.

In this situation an anchor was common to two stress problems. However, the loads from the adjacent problem were not considered in the analysis of the safety related piping problem. Although Bechtel considered that this was a "one time" oversight of standard engineering practices, the chief Plant Design Engineer did issue a memorandum to all project engineers restating this requirement and specifying that this be verified during the engineering evaluation of.

l The third item concerned verification that correct piping system material

l properties have been input to the computer. Materials used in construction

are being verified against specifications on a sample basis by inspection i

of quality assurance records. Bechtel will revise their procedure to i

j include a verifications of material properties for each problem that l

requires reanalysis.

are completed and subsequently reviewed by the NRC.
