Settling of Fill Under Plant Service Water and RHR Service Water Piping The inspector performed a special unannounced inspection to examine the licensee's investigation on LER 50-321/80-062 which was reported to NRC, RII on June 12, 1980.
Investigative excavations adjacent to the plant service water intake structure following deflection of asphalt pavement-under a crane outrigger pad revealed settlement. separation of the fill from underneath piping and~the existence of a temporary support under a 36-inch

diameter plant service water pipe line. The licensee is currently investiga-ting the extent of'the problem and will submit a resolution when results of

determined. Examination of backfill controls used by the licensee in the
. original placement of the earthfill disclosed the following unresolved aspects of backfill controls:

The specified lift thickness of two feet for fill around the intake structure appeared to be too excessive for good compaction control Preliminary testing iadicates that the fill was not placed in accordance c.
