Dear Mr. O'Reilly:

We offer the following response to the apparent Item of Noncompliance in the referenced inspecticn report.

NOTICE OF VIOLATION As required by Technical Specifications 4.6.3.1.1, the isolation valves of Table 3.6.1 shall be demonstrated operable prior to returning the valve to service after maintenance, repair or replacement work is performed on the valve or its associated actuator, control or power circuit by performance of a cycling test sad verification of isolation time.

Contrary to the above, valves MUV-253 and MSV-148 were not demonstrated operable after maintenance on August 8, 1979 and July 2, 1979, respectively in that no verification of isolation time was performed.

Response

The Technical Support Section has reviewed Table 3.6.1 of the Technical Specifications and has assured that the verification of isolation time of each valve listed is covered in our surveillance testing program.

The required procedure changes to accomplish this have been submitted and short-term corrective action has been achieved.

A special training session under the guidance of the Maintenance Superintend-ent will be held with the appropriate supervisors; emphasizing the correct usage of the following documents:

- Florida Power Safety Listing.

- Florida Power Technical Specification.

- Administrative Instruction AI-600, Conduct of Maintenance.

- Compliance Procedure CP-ll3, Procedure for Handling Work Requests Including Discrepancies and Corrective Action.

This training will be accoriplished by 1 December 1979 and full compliance will be achieved.
