U.S. Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 This letter forwards Licensee Event Report (LER) 97-026-00, documenting an event that occurred at Millstone Nuclear Power Station, Unit No.1 on April 14, 1997. This LER is submitted pursuant to 10CFR50.73(a)(2)(ii).

The following are Northeast Nuclear Energy Company's (NNECO's) commitments made within this letter. All other statements made within this letter are for information only.

B16444-1 NNECO commits to perform an above waterline survey of the Torus to establish the present condition of the coating systems as applied based on sampling and testing to enable their precise or generic identification. The survey will determine the identity, thickness, and condition of coatings within the Torus. The results of the survey will ,

be used to determine the need for additional surveys and how much of the existing  !

coatings can be qualified to adhere to the Torus during a postulated loss of coolant I accident event prior to startup for opecting cycle 16.

B16444-2 NNECO commits to evaluate the need for a hydrodynamic transport analysis which would determine the affect of delamination of coatings within the Torus on Engineered Core Cooling System's (ECCS) recirculation flows prior to startup for operating cycle 16.

B 16444-3 NNECO commits that the results of the survey and the potential hydrodynamic transport analysis will be evaluated and, if required, sections of the Torus will be recoated prior to startup for operating cycle 16.

B 16444-4 NNECO commits that the cause of this condition and any additional corrective  !

actions will be included in a supplement to this report prior to startup for operating cycle 16. l
