m APPENDIX A NOTICE OF VIOLATION Public Service Company of Colorado Docket No.: 50-267 Fort St. Vrain Nuclear Generation Station License No.: DPR-34 During an NRC inspection conducted on January 6-10, 1986, a violation of NRC requirements was' identified. The violation involved possession of radioactive.

material in an unauthorized location. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2 Appendix C (1985), the violation is listed below:

10 CFR 30.34(c) requires that byproduct material be confined and possessed in accordance with the provisions of the license.

Condition 2.C.(4) of the Fort St. Vrain license requires that byproduct material be pcssessed and used at the facility.

Contrary to the above, the NRC inspector determined on January 9, 1986, that on April 16, 1985, four control rod drive end bells and four orifice drive housings containing approximately 348 microcuries of a mixture of radionuclides including Cobalt-60, Manganese-54, and Cesium-137 were taken to the Lencx Corporation, Denver, Colorado, for maintenance repair, a location not authorized by the license.

This is a Severity Level IV (Suoplement VI) (267/8602-01).

Pursuant to the provisions of 10 CFR 2.201, Public Service Company of Colorado is hereby required to submit to this office within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation: (1) the reason for the violations if admitted, (2) the corrective steps which have been taken and the results achieved, (3) the corrective steps which will be taken to avoid further violations, and (4) the date when full compliance will be achieved. Where good cause is shown, consid-eration will be given to extending the response time.
