UPDATE OF UNPLANNED REACTOR SHUTDOWN DUE TO INOPERABLE CONTROL R0D This is a further update to the preliminary notification issued on August 18, 1989, and updated on August 21 and 23, 1989.

The licensee is planning to remove the control rod assembly using the building crane. The control rod will be shielded during removal by a lead filled, shielded canister which will be attached to the crane I-beam using chain falls.

The control rod assembly will be lifted free and the assembly and shielded canister will be moved together to the licensee's hot service facility. An aluminum shutter will be remotely placed on the bottom of the canister to contain any loose parts during transfer.

At approximately 5 p.m. MDT, August 25, 1989, the licensee will perform a dry run using a spare control rod drive assembly and the personnel which will do the actual removal. If this evolution is successful, the actual removal will commence after the dry run.

The removed control rod assembly will be inspected in the licensee's hot service facility. The licensee has committed by letter to meet with the NRC staff to discuss the apparent csuse of the control rod failure prior to any attempt to restart.

Additional regional personnel are assisting the resident inspectors in observing the licensee's actions.

Neither the licensee nor the NRC plans to issue a press release. The licensee and the NRC are prepared to respond to news media inquiries.

The state of Colorado will be informed.
