APPENDIX A NOTICE OF VIOLATION Public Service of Colorado Docket: 50-267/86-15 Fort St. Vrain Nuclear Generating Station License: DPR-34 During an NRC inspection conducted on May 19-22, 1986, a violation of NRC requirements was identified. The violation involved assigning licensee personnel to the emergency response team prior to those persons receiving the required emergency response training. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violation is listed below:

Inadequate Training 10 CFR 50.47(b)(15) requires that adequate provisions exist in the emergency plan to ensure that radiological emergency response training is provided to those who may be called on to assist in an emergency.

Section 8.1.1 of the Emergency Plan states, in part, "A training and annual retraining program is in effect to ensure that station personnel who actively participate in emergency situations are familiar with the contents and responses set forth in this RERP. The Fort St. Vrain Training Programs

. Administrative Manual (TPAM), Situation Response Training Program - RERP, delineates specific training . . . ."

Contrary to the above, on May 22, 1986, the NRC inspectors determined that two key persons assigned emergency response functions (corporate emergency

. director) had not received all of the emergency response training delineated in the TPAM prior to having been assigned to the emergency response organization, as evidenced by the lack of records documenting the completion of required training.

Pursuant to the provisions of 10 CFR 2.201, Public Service Company of Colorado is hereby required to submit to this office within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, i

including for each violation: (1) the reason for the violation if admitted, (2) the corrective steps which have been taken and the results achieved, (3) the corrective steps which will be taken to avoid further violations, and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
