NOTICE OF AVAILABILITY OF DRAFT SUPPLEMENT 5, SECOND RENEWAL, TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS REGARDING SUBSEQUENT LICENSE RENEWAL FOR TURKEY POINT NUCLEAR GENERATING UNIT NOS. 3 AND 4 (EPID NO. L-2018-LNE-0001)

Dear Mr. Nazar:

The U.S. Nuclear Regulatory Commission (NRC) staff has completed draft plant-specific Supplement 5, Second Renewal, to NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GElS), regarding the subsequent renewal of Renewed Facility Operating License Nos. DPR-31 and DPR-41 for an additional 20 years of operation for Turkey Point Nuclear Generating Unit Nos. 3 and 4, respectively (Turkey Point). Enclosed is a copy of the draft supplement and the associated Federal Register Notice of Availability. This notice advises the public that the draft supplement is publicly available at the NRCs public document room (PDR) or from the NRCs Agencywide Documents Access and Management System (ADAMS). ADAMS is accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html. The ADAMS accession number for draft Supplement 5, Second Renewal, to the GElS is ML19078A330. In addition, draft Supplement 5, Second Renewal, will be available to the public near the site at the following locations: Homestead Branch Library, 700 N.

Homestead Blvd., Homestead, FL 33033; Naranja Branch Library, 14850 SW 280th St.,

Homestead, FL 33032; South Dade Regional Library, 10750 SW 211th St., Miami, FL 33189; and Downtown Miami Branch, 101 West Flagler St., Miami, FL 30130.

As discussed in Chapter 5 of the draft supplement, the NRC staffs preliminary recommendation is that the adverse environmental impacts of subsequent license renewal for Turkey Point are not so great that preserving the option of subsequent license renewal for energy-planning decisionmakers would be unreasonable. This recommendation is based on: (1) the analysis and findings in the GElS; (2) the Florida Power & Light Company Environmental Report; (3) the NRC staffs consultation with Federal, State, Local, and Tribal government agencies; (4) the NRC staff's independent environmental review; and (5) the NRC staff's consideration of public comments.

M. Nazar Two public meetings will be held to present an overview of the draft supplement and to accept public comment on the draft supplement. The meetings will be held on May 1, 2019, at the City of Homestead City Hall, 100 Civic Court, Homestead, Florida, and will convene at 1:00 p.m. and 6:00 p.m. An NRC meeting notice will be published to provide more details about these public meetings.

A separate Notice of Availability of the draft supplemental environmental impact statement will be placed in the Federal Register through the U.S. Environmental Protection Agency (EPA).

The 45-day public comment period end date is calculated from the date on which the EPA notice is published in the Federal Register.
