Turkey Point Nuclear Generating Station, Units 3 and 4 Docket Nos. 50-250 and 50-251 Renewed License Nos. DPR-31 and DPR-41 Periodic Update to the Updated Final Safety Analysis Report Pursuant to Technical Specification (TS) 10 CFR 50.71(e)(2), Florida Power & Light Company (FPL) is submitting Turkey Point Unit 4 Cycle 33 Updated Final Safety Analysis Report (UFSAR). A new licensee controlled Technical Requirements Manual (TRM) is also submitted as an initial issue in accordance with 10 CFR 50.59 and 10 CFR 50.71(e)(2). Additionally, the License Renewal review is submitted in accordance with the requirements of 10 CFR 54.37(b) for the current UFSAR update period.

This letter submits the Turkey Point periodic update of the UFSAR in its entirety (U4C33), constituting a total replacement copy, and reflecting changes since the previous update (U4C32) submitted on October 20, 2022. to this letter includes a DVD containing a non-public version of the Turkey Point UFSAR. contains security related information as defined by 10 CFR 2.390(d) and should be withheld from public disclosure. to this letter includes a DVD containing a public version (redacted) of the Turkey Point UFSAR.

Technical Requirements Manual 10 CFR 50. 71(e)(2)

The TRM is a new licensing basis document containing TS information that was placed under licensee control. Although maintained as a separate license basis document, the TRM is considered part of the UFSAR and subsequently, changes to the TRM are governed by 10 CFR 50.59. NRC approval for the relocation of TS information was given in "Turkey Point Nuclear Generating Units Nos. 3 and 4 -

Issuance of Amendment Nos. 297 and 290 Regarding Conversion to Improved Standard Technical Specifications (ML23234A192)," dated September 27, 2023. to this letter includes a DVD containing the initial issue, Turkey Point, Revision 0.

The license renewal review addressed the requirements of 10 CFR 54.37(b) for the current UFSAR update period. This review did not result in any newly identified systems, structures or components per the requirements of 10 CFR 54.37(b).

This letter contains no new regulatory commitments.
