NOTICE OF AVAILABILITY OF THE FINAL SITE-SPECIFIC SUPPLEMENT 5a, SECOND RENEWAL TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS REGARDING SUBSEQUENT LICENSE RENEWAL FOR TURKEY POINT NUCLEAR GENERATOR UNIT NOS. 3 AND 4 (EPID NUMBER: L-2022-SLE-0002)
Dear Dianne Strand:
The U.S. Nuclear Regulatory Commission (NRC) staff has completed the final site-specific Supplement 5a, Second Renewal, to NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GElS), regarding the subsequent renewal of Renewed Facility Operating License Nos. DPR-31 and DPR-41 for an additional 20 years of operation for Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point). The NRC staff has prepared a Federal Register (FR) Notice of Availability (Agencywide Documents Access and Management System (ADAMS) ML24067A118) to advise the public that the supplement is publicly available from the NRCs ADAMS. ADAMS is accessible from the NRC website at http://www.nrc.gov/readingrm/adams.html. The ADAMS accession number for final Supplement 5a, Second Renewal, to the GElS is ML24087A061.
As discussed in chapter 5 of the Supplement, the NRC staffs recommendation is that the adverse environmental impacts of subsequent license renewal for Turkey Point are not so great that preserving the option of subsequent license renewal for energy-planning decisionmakers would be unreasonable. This recommendation is based on: (1) Florida Power and Light Companys environmental report, as supplemented; (2) the NRC staffs consultations with Federal, State, Tribal, and local government agencies; (3) the NRC staffs independent environmental review, which is documented in Supplement 5 - Second Renewal and 5a -
Second Renewal to NUREG-1437; (4) the NRC staffs consideration of public comments.
A separate Notice of Availability of the final supplemental environmental impact statement will be placed in the FR through the U.S. Environmental Protection Agency (EPA). The minimum 30-day public review period end date is calculated from the date on which the EPA notice is published in the FR.
