OF PUBLIC MEETINGS ON THE DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT REGARDING THE THREE MILE ISLAND NUCLEAR STATION, UNIT 1, LICENSE RENEWAL REVIEW (TAC NO. MD7702)

On February 24, 2009, members of the U.S. Nuclear Regulatory Commission (NRC or the staff) held public meetings in Harrisburg, Pennsylvania, concerning the staff's environmental review of the application submitted by Exelon Generation Company, LLC for renewal of Three Mile Island Nuclear Station, Unit 1 (TMI-1) operating license. The purpose of the meeting was to provide the public with an opportunity to comment on the draft supplemental environmental impact statement (DSEIS) which was issued on December 2, 2008. Formal presentations were made by the NRC staff.

The DSEIS is a site-specific supplement for TMI-1 to the Generic Environmental Impact Statement for License Renewal of Nuclear Plants (NUREG-1437). The NRC staff briefly described the NRC's regulatory oversight and reactor license renewal, and provided a description of the environmental review process. The NRC staff also described the preliminary results of their analyses. The environmental impacts of continued operation were preliminarily characterized as small in all areas. The impacts of alternatives (including the no-action alternative) were preliminarily characterized as potentially reaching moderate to large significance in at least some environmental areas.

After the formal presentations were given by the NRC staff, members of the public were invited to provide comments. Approximately 50 people attended the two sessions. Attendees included members of the public, Penn State University, local citizens groups, and representatives of the NRC, Exelon Generation Company, LLC, State environmental agencies, and the news media.

In an effort to improve communication and increase interaction with members of the public, the NRC staff conducted open houses for one hour before each meeting. The staff provided displays and brochures and met with members of the public to answer questions about the proposed renewal of the TMI-1 operating license.

The closing date to accept comments on the TMI-1 DSEIS was March 4, 2009. The NRC staff will consider all comments on the TMI-1 DSEIS and make any necessary revisions to the document prior to issuing its final supplemental environmental impact statement, scheduled for July 2009.
