OF SITE AUDIT RELATED TO THE REVIEW OF THE LICENSE RENEWAL APPLICATION FOR THREE MILE ISLAND NUCLEAR STATION, UNIT 1 (TAC NO. MD7702)

From April 28, 2008, to May 1, 2008, a review team consisting of the U.S. Nuclear Regulatory Commission (NRC or staff) participated in a site audit at the Three Mile Island Nuclear Station, Unit 1 (TMI-1), related to the environmental review of the TMI-1 license renewal application (LRA). The team consisted of 13 NRC staff members. The primary goal of the site visit was to review documentation, gather information to ensure that environmental requirements of license renewal as codified in Title 10 of the Code of Federal Regulations Part 51 (10 CFR Part 51) are met, and to interface with officials in State government agencies to obtain related information.

At the beginning of the site audit, AmerGen discussed the steam generators replacement project. They reviewed the purpose and need for the steam generators replacement, the manufacture, transport and delivery of the new enhanced once-through steam generators, activities at the reactor building before and during the removal of the old steam generators, and activities during and after the insertion of the new steam generators. They also reviewed the construction of the old steam generators storage building, and radiation characteristics and long-term monitoring of the storage building.

Following discussion of the steam generators replacement project, the environmental review team participated in a general site tour of the TMI-1 site with AmerGen staff. The general site tour focused on areas relevant to the environmental review, including the replaced steam generators storage facility site, the storm water collection pond and discharge point, waste handling buildings, onsite substation and transmission lines, Unit 1 cooling towers and desilting basin, diesel fuel oil tank, the meteorological tower, Shelley Island, the southern tip of Three Mile Island, wetlands areas, Red Hill Dam and the fish ladder, radiological environmental monitoring program (REMP) sampling sites, and the flood protection dike.

During the remainder of the site audit, from April 29 through May 1, the team members examined data used by AmerGen in preparation of the Environmental Report, and met with AmerGen representatives with corresponding environmental expertise in smaller groups. These groups participated in various activities, including tours of on-site groundwater wells and National Pollutant Discharge Elimination System-permitted outfalls; the river water system; offsite REMP stations; archeological and historic resources; in-scope transmission line rights-of-way; radioactive and non-radioactive waste processing and storage areas; the meteorological tower and monitoring equipment; radiological gaseous and liquid effluent monitoring programs; and diesel generator air emission points. NRC aquatic and terrestrial biologists were given a boat tour of the Susquehanna River, which examined the TMI-1 intake structure and pump house, the main station discharge, the Red Hill Dam fish ladder, the shores of Three Mile Island, Sand Beach, St. Johns Island, and Shelley Island, the Three Mile Island terminus of the York Haven Dam, and Lake Frederick.

NRC staff met onsite with officials from the Pennsylvania Department of Environmental Protection Southcentral Regional Office and the Bureau of Radiation Protection, the Susquehanna River Basin Commission, and the Pennsylvania Museum and Historical Commission. Information gathered through participation of these state agencies will assist the environmental review team in its evaluation.

In addition, NRC staff reviewed AmerGens process for identifying new and significant information (information that would challenge the generic conclusions reached in the Generic Environmental Impact Statement for License Renewal of Nuclear Plants, NUREG-1437), and interviewed representatives from AmerGen to determine whether their process is acceptable.

Through a review for issues relevant to the TMI-1 application of certain license renewal applications previously submitted to the NRC, AmerGen identified tritium in groundwater as potential new and significant information. Beyond the tritium issue, AmerGen cited no new and significant information, and the NRC staffs independent review during the course of the site audit did not identify any, either.

At the conclusion of the site visit, the NRC staff summarized the status of the review with AmerGen representatives. Of 113 site audit information needs requested by the NRC before and during the audit, six remained open by the end of the audit. AmerGen committed to providing NRC with the remaining information needed to close those open items in the days immediately following the audit. Enclosure 2 contains a copy of site audit documents requested by NRC reviewers. Enclosure 3 lists one remaining open site audit information need relating to historical resources. NRC staff discussed with AmerGen staff how they could submit various types of information. AmerGen indicated they would submit requested site audit information documents in the form of a supplement to the Environmental Report. NRC staff and AmerGen staff will coordinate as necessary should any issues arise as AmerGen prepares the requested site audit information needs.

1. AmerGen will file a Historical Resource Survey Form and a Pennsylvania Archaeological Site Survey Form with the Pennsylvania Historical and Museum Commission (PHMC) for the historical structures and foundations associated with the former tobacco farm located on the eastern side of Three Mile Island, south of the Red Hill Dam. AmerGen will provide copies of any forms and correspondence with PHMC to the NRC.

On May 23, 2008, AmerGen submitted the appropriate site survey forms to the PHMC.
