SUMMARY

OF NOVEMBER 17, 2008, MEETING WITH EXELON TO REVIEW THE RESULTS OF SECURITY ORGANIZATION SAFETY CONSCIOUS WORK ENVIRONMENT (SCWE) SURVEYS AT EXELON NUCLEAR OPERATING REACTORS On November 17, 2008 at 1:00 p.m., a closed meeting was conducted at the Exelon office located in Kennett Square, PA between the Nuclear Regulatory Commission (NRC) Regions I and III and Exelon Generating Company (Exelon). The NRC requested the meeting with Exelon to review the results of security organization SCWE surveys at Exelon Nuclear operating reactors. This meeting discussed an Exelon commitment documented in a NRC Confirmatory Action Letter (ML072920283) that was issued as a result of Peach Bottom inattentive security officer events that were identified in September 2007. The commitment was for Exelon to conduct SCWE surveys of the security organizations at all Exelon sites after the transition from Wackenhut to Exelon security organization management.

Exelon presented and discussed its assessment of the SCWE survey results. Exelon stated that, overall, the survey results indicated that the SCWE within the security organizations was highly rated and that respondents understood SCWE expectations and would raise safety concerns to supervision and management. The NRC questioned the scope of the surveys; probed the basis for the results; asked site-specific questions; and explored corrective actions, both taken and planned. Specifically, the NRC questioned survey results related to the system of rewards and discipline; employees feeling valued; the general trust and openness of communications; management receptivity to inputs and feedback; and supervision and management practicing visible leadership in the field.
