THREE MILE ISLAND, UNIT NO. 1 - ELECTRONIC TRANSMISSION, DRAFT REQUEST FOR ADDITIONAL INFORMATION REGARDING RELIEF REQUEST 14R-02 (TAC NO. ME4519)
The attached draft request for additional information (RAI) was transmitted by electronic transmission on December 10, 2010 to Mr. Thomas Loomis, at Exelon Generation Company, LLC (Exelon, the licensee). This draft RAI was transmitted to facilitate the technical review being conducted by the Nuclear Regulatory Commission (NRC) staff and to support a conference call with Exelon in order to clarify the licensees relief request dated August 10, 2010 (Agencywide Documents Access and Management System Accession No. ML102290162), to use an alternative risk-informed inservice inspection selection and examination criteria for selected piping welds. The draft questions were sent to ensure that they were understandable, the regulatory basis was clear, and to determine if the information was previously docketed.
Additionally, review of the draft RAI would allow Exelon to evaluate and agree upon a schedule to respond to the RAI. This memorandum and the attachment do not represent an NRC staff position.

Enclosure DRAFT REQUEST FOR ADDITIONAL INFORMATION THREE MILE ISLAND NUCLEAR STATION, UNIT NO. 1 RELIEF REQUEST RISK-INFORMED SELECTION AND EXAMINATION CRITERIA DOCKET NO. 50-289 By letter dated August 10, 2010 (Agencywide Document Access and Management System (ADAMS) Accession No. ML102290162), Exelon Generation Company (Exelon or the licensee) requested approval of a relief request for Three Mile Island, Unit No. 1 (TMI-1). Specifically, the requested would allow the licensee to use an alternative risk-informed (RI) inservice inspection (ISI) selection and examination criteria for Category B-F, B-J, C-F-1, and C-F-2 pressure retaining piping welds.
- 1. Are the inspection locations in the RI-ISI program that have been developed for the fourth 10-year interval the same locations as those in the third interval RI-ISI program approved in the NRC staffs November 12, 2003 (ADAMS Accession No. ML032930264), safety Evaluation? If not, please summarize the changes to the program and provide the justification for those changes.
- 2. If there are changes in the inspection locations for the TMI-1 fourth 10-year interval RI-ISI program, please provide information for the program regarding examinations, systems, components, degradation mechanisms, class, etc. The NRC staff notes that the format used for Tables 2, 3, and 4 in the October 1, 2002 (ADAMS Accession No. ML022830211) submittal for the third 10-year ISI interval was an effective means of providing this information.
