THREE MILE ISLAND NUCLEAR STATION, UNIT 1 LICENSE RENEWAL APPLICATION ONLINE REFERENCE PORTAL (TAC NO. MD7702)
Dear Mr. Gallagher:
By letter dated January 8, 2008, AmerGen Energy Company, LLC (AmerGen) submitted an application pursuant to 10 CFR Part 54 to renew the operating license for the Three Mile Island Nuclear Station, Unit 1 (TMI-1), for review by the U.S. Nuclear Regulatory Commission (NRC or the staff). On March 14, 2008, the NRC published a Federal Register notice of acceptance for docketing of the application and notice of opportunity for hearing for the TMI-1 license renewal.
To improve the efficiency of the license renewal review, AmerGen and NRC discussed the use of an online reference portal that would allow NRC staff limited read-only access to the applicants basis documents and other reference material cited in the TMI-1 license renewal application. The online reference portal would allow staff to view basis documents to determine whether they are necessary for development of the Safety Evaluation Report (SER) or the Supplemental Environmental Impact Statement (SEIS). If the staff needs to rely on information from documents available on the online reference portal, the document must be formally requested and put on the license renewal docket. Use of the reference portal is acceptable as long as the following conditions are met by AmerGen and the NRC:
The online reference portal will be password-protected, and passwords will be distributed to staff directly involved in the license renewal review on a need-to-know basis; The online reference portal will disable any printing, saving, or downloading functions; The online reference portal will be sufficiently secure to prevent staff from printing, saving, or downloading any documents; Staff given password access to the online reference portal will be informed of the conditions of use of the online reference portal by NRC project managers; and Basis documents viewed from the online reference portal and subsequently used by the staff to develop the SER or the SEIS must be formally requested and submitted to the license renewal docket, thus making those documents publicly available.
The conditions associated with the online reference portal must be maintained throughout the duration of the TMI-1 license renewal review process. Please provide written confirmation of AmerGen agreeing to the terms and conditions contained in this letter.
