The purpose of the meeting was to hold a 10 CFR 2.206 Petition Review Board (PRB) pre-review meeting regarding financial assurance provided by FirstEnergy for Three Mile Island Unit 2 (TMI-2) decommissioning fund.
DISCUSSION:
On Friday October 1, 2010, Eric Epstein submitted a petition pursuant to 10 CFR 2.206 regarding inadequate financial assurance provided by FirstEnergy for Three Mile Island Unit 2 (TMI-2) decommissioning fund.
In accordance with NRCs Management Directive 8.11, Review Process for 10 CFR 2.206 Petitions (MD 8.11), NRC convened a PRB to evaluate the petition request. MD 8.11 also requires NRC to offer the petitioner an opportunity to address the PRB prior to PRB review of the petition. This meeting report documents the results of the pre-review PRB meeting.

Enclosed is the meeting agenda. The meeting began with a summary of the petition review process. Mike Dusaniwskyi (NRC Technical Reviewer) then provided a summary of petition to the PRB before the group discussed the criteria for petition evaluation. The fourth item on the agenda was a presentation by the Mr. Eric Epstein, the petitioner.
Mr. Epsteins presentation, and associated PRB discussion, were recorded and later transcribed in accordance with MD 8.11. A copy of the transcript was entered into NRCs Agencywide Document Access and Management System as a public document under Accession No. ML103120216. The PRB meeting concluded with a discussion of the petition review path forward and schedule.
