SUMMARY

OF THE APRIL 24, 2008, CATEGORY 1 MEETING WITH EXELON TO DISCUSS CURRENT AND PLANNED LICENSING ACTIVITIES AND PROCESSES On April 24, 2008, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (Exelon) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss topics of common interest to the reactor licensing programs for Exelon and the NRC staff. A list of attendees is provided as Enclosure 1. Exelons presentation handout can be found in the NRCs Agencywide Documents Access and Management System at Accession No. ML081200784.

The presentation to the NRC staff included a description of the Exelon Nuclear licensing department organizational structure. Exelon managers also gave an overview of the multi-plant submittals that are currently planned, including licensing actions regarding relocation of surveillance intervals from the technical specifications to a licensee controlled program, control rod drive notch testing frequency, inoperable hazard barriers, and working hours.

Exelon managers also discussed various licensing topics, including: steam generator inspections, Generic Safety Issue-191 status, power uprates, fire protection exemptions, updated final safety analysis report submittals, and pandemic planning.

The NRC staff gave Exelon feedback on various licensing subjects such as: electronic submittals, timeliness of licensing action submittals, no significant hazards consideration determinations, technical specification bases pages, request for additional information timeliness and Exelon e-mail formatting.

At the conclusion of the meeting, the licensee and the NRC staff agreed that the discussions were mutually beneficial, and that future licensing meeting between the NRC staff and its Exelon licensing counterparts should be planned on a periodic basis. No regulatory decisions were made at the meeting.

Four members of the public were present, three by teleconference and one in person. Several questions were asked and responded to by the NRC staff or licensee personnel.
