By letter dated October 26, 1992, the Power Authority of the State of New York (PASNY) transmitted the 1992 Appendix R assessment of safe shutdown capability for the James A. FitzPatrick Nuclear Power Plant. Two PASNY submittals dated December 22, 1992, and another dated March 8, 1993, provided additional, related information for the staff's review. The staff has reviewed the

.information provided by PASNY and identified the need for additional information in order to complete our review. We, therefore, request that PASNY provide a response to the questions enclosed. In order to support completion of our review in a timely manner, we request a response within 60 days of receipt of this letter.

This requirement affects one respondent and, therefore, is not subject to Office of Management and Budget review under P.L.96-511.

ENCLOSURE RE00EST FOR ADDITIONAL INFORMATION FITZPATRICK APPENDIX R SAFE SHUTDOWN CAPABILITY ASSESSMENT

1. The 1992 Safe Shutdown Capability Assessment document indicates that equipment whose fire-induced spurious operation may adversely affect the safe shutdown capability defined for a particular fire area has been identified as part of the equipment logics. Is it correct to conclude that this equipment was then treated in the same manner as active and passive main and support components required to achieve and maintain safe shutdown of the reactor in the event of fire?
2. Electrical one-line diagrams and P& ids provided in Section 3 of the 1992 Safe Shutdown Capability Assessment document are not readable. Please provide clearer copies.
3. From a review of various sections of the 1992 Safe Shutdown Capability Assessment document, it appears that the on-site emergency electrical power system (i.e., those power sources that may be aligned to the emergency diesel generators) will be relied on to provide electrical power to required equipment, regardless of the location of the fire (i.e.,

during both normal and alternate shutdown). However, the assessment does not provide any specific information that describes how this alignment is accomplished. Please provide more detailed information that describes electrical power system alignment when off-site power remains available and when off-site power is lost.

4. Please identify the number of emergency diesel generators required to I achieve and maintain safe shutdown. Are the diesels relied on for all  ;

fire scenarios?

5. If applicable, please describe repair activities (as defined in NRC clarification documents) required to achieve and maintain hot and/or cold shutdown conditions. j
6. Please provide copies of the abnormal operating procedures used to implement the normal and alternate shutdown methodologies described in the revised analysis.
