(Comanche Peak Steam Electric Station, Units 1 and 2); Docket Nos. 50-445 and 50-446 Gentlemen:

Attached is the affidavit of Messrs. Ronald G. Tolson and C. Thomas Brandt regarding changes in safety classifications at Comanche Peak. The Board requested in its March 15, 1983, Memorandum (Clarification of Open Issues) that Applicants provide this affidavit to respond to a statement contained in an unsigned document filed by CASE labelled " Affidavit of Stan Miles" (see

" CASE's Answer to Board's 10/25/83 Memorandum (Procedure Con-cerning Quality Assurance)," filed November 28, 1983). (To Applicants' knowledge, CASE has not submitted a signed and notarized copy of this document.) The Board asked that Applicants state whether the alleged practice has ever occurrsd.

As stated in the attached affidavit, Messrs. Tolson and Brandt have investigated whether " reverse classification" as described in the Miles dccument, i.e., classification of safety-related components, systems or structures as non-safety related, and then reversing that classification, has occurred at Comanche Peak. They have identified two instances of such " reverse .

classification," but found no evidence that a " practice" of reverse classification has existed at Comanche Peak.
