Dear Sir:

By letter dated October 5, 1984, Duke Power Company submitted a confirmatory test program proposal on Arching Action methodology as a method in resolving an outstanding item related to IE Bulletin 80-11. By a December 4, 1984 letter, the NRC accepted the proposal for resolving this one outstanding item. Subsequently, by my letter dated January 7, 1985, Duke informed the NRC that the first panel to be tested was to begin the week of February 25, 1985.

Duke Power and our Consultant are continuing with preparations for the test program; however, the testing of the first masonry panel has been delayed.

We have reevaluated the schedules and currently project March 21, 1985 as the date for the beginning of the first. test panel. The NRC will be not.ified of any further change in the test dates.

The delay in the testing is the result of delays experienced by an ongoing test program using the University Facilities. This program, a joint research effort between the U.S. and Japan, is using the measuring equipment and signal conditioning equipment necessary for the masonry wall program.

During this delay, we are continuing with ta many preparations for the test program as possible. This will expedite the program when the insttuments become available.
