Oconee Nuclear Station Units 1, 2,

and 3 Docket Nos. 50-269/270/287 McGuire Nuclear Station Units 1 and 2 Docket Nos, 50-369/370 Catawba Nuclear Station Units 1 and 2 Docket Nos. 50-413/414 Duke Power Company Nuclear Security and Contingency Plan, Revision 5 Pursuant to 10 CFR 50.4 (b) (4), enclosed are four copies of Revision 5 *a 2he Duke Power Company Nuclear Security and Contingency llan.

A synopsis of changes is included to facilitate review.

By letter dated April 9, 1997, the NRC granted Duke Power Company an exemption to 10CFR 73.55 (d) (5), which would allow an authorized individual not employed by Duke Power to receive a security badge and take it offsite.

This exemption was granted with the condition that Duke Power submit the revisions to the physical security plan necessary to implement the hand geometry biometrics system for NRC review and approval.

Revision 5 to the Duke Power Company Nuclear Security and Contingency Plan is hereby submitted to satisfy this condition. While this revision does not decrease the safeguards effectiveness of the plan and thus meets the requirements of 10CFR 50.54 (p), Revision 5 will not be implemented until NRC approval is received.
