Response to Generic Letter 89-06 Gentlemen:
The subject Generic Letter 89-06 dated April 12, 1989 required Duke Power Company to. furnish within 90 days of the date of the GL'89-06 a certification that the SPDS at Oconee Nuclear Station either meets or will be modified to. meet the requirements of NUREG-0737, Supplement 1 or
- provide reasons if a certification cannot be provided and a discussion of compensatory actions. The purpose of this letter is to advise the NRC that'my response to the generic letter will be delayed beyond the required 90 days of the date of the GL 89-06.
Please note that although the subject generic letter is dated April 12,
'1989, it was not received by Duke Power. Company until May 10,-1989.
In addition,'the estimated average burden of'25 persons hours determined by the NRC staff for searching data sources, gathering-and analyzing the data, and preparing the required letters seems to be unrealistic. We are currently in the process of preparing a response to GL 89-06 in accordance with the required actions and have, up to this point, spent significant resources which do not include the time for actual implementation of the requested actions. As such, due to the required time and resources needed to prepare an appropriate response to GL 89-06 I anticipate submitting our response by August 8, 1989.
