Oconee Nuclear Station Docket No. 50-269, -270, -287 IE Bulletin 80-11
Dear Sir:
Duke Power Company and the NRC Staff have been working on the resolution of all items related to IE Bulletin 80-11. One item that has remained unresolved is the acceptance of Arching Action methodology. Based on a series of meetings and communications with the Staff, an acceptable method to resolve this item is to conduct a confirmatory test program.
By letter dated October 5, 1984, Duke submitted a confirmatory test program proposal on Arching Action methodology. All comments and concerns of the Staff and its consultants up to that date, had been incorporated in the proposal.
Duke received a letter on December 4, 1984 from the NRC stating that the submitted proposal is acceptable with one minor exception. The exception concerns the number of test prisms per panel. Duke agrees to incorporate this suggestion in the proposal, to test six prisms per panel.
It is Duke's understanding that the referenced NRC letter constitutes NRC approval of the proposed confirmatory test program to resolve the remaining open item for IE Bulletin 80-11 when the additional test prisms

are added to the scope of the program. Therefore, Duke is proceeding with the proposed test program as outlined in the subject proposal, based upon this understanding.
The testing of the first panel is projected to begin the week of February 25, 1985. Subsequent testing will follow the schedule as outlined in the proposal.
The NRC will be notified of any change in the test dates.
During the May 25-27 site / corporate meeting, the Staff indicated that after NRC approval of the proposed test program the Safety Evaluation Report would be issued including the testing program as a confirmatory action. Duke requests that the Safety Evaluation Report be issued on IE Bulletin 80-11 for the Oconee Nuclear Station.
