Dear Mr. Denton:

By letter dated October 11, 1985, Duke Power Company (Duke) requested a one time Emergency Amendment to the Technical Specifications for Facility Operating License NPF-35 for Catawba Unit 1. The requested change would have allowed the unit to remain in Hot Standby (Mode 3) for an additional 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> beyond the Action Statement of Technical Specification 3.4.6.2.

The requested amendment was deemed necessary because of a 1.2 gpm uniden-tified leakage from the Reactor Coolant System. Leakage calculations first identified this problem on October 10, 1985 at approximately 1415 hours0.0164 days <br />0.393 hours <br />0.00234 weeks <br />5.384075e-4 months <br />. The unit was placed in Hot Standby (Mode -3) within the time allo' ed by the Action Statement. Efforts to identify the source of the leakage were not successful after unit shutdown, and additional time was needed. By allowing the unit to remain at Hot Standby (Mode 3), the likelihood of identifying the source of the leakage was enhanced.

Efforts to identify and correct the source of'the leakage continued into the early morning of October 12, 1985. At approximately 0100 hours0.00116 days <br />0.0278 hours <br />1.653439e-4 weeks <br />3.805e-5 months <br /> on that day, leakage calculations indicated that unidentified leakage had been reduced to approximately 0.55 gpm. By reducing the leakage rate to within limits prior to 0615 hours0.00712 days <br />0.171 hours <br />0.00102 weeks <br />2.340075e-4 months <br /> on October 12, 1985, the Action Statement had been complied with, without reliance on the additional 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> as '

had been requested.

We therefore wish to rescind our emergency request, dated October 11, 1985, to amend Technical Specification 3.4.6.2. As a result of this occurance, a more general amendment to the Technical Specification may be proposed at some future date.
