Contention 2 - No effective use of assistance resources due to non-availability of a staging area for deployment of transportation resources.

Contention 3 - a) Lack of personnel, equipment and facilities and agreements to reasonably assure adequate monitoring and decontamination of general public evacuees, special f acility evacuees and emergency workers.

- b) Inequitable definition of contamination between New Hampshire and Massachusetts.

Contention 4 - Inadequate means for handling disposal of contaminated waste water and materials.

Contention 5 - a) Inadequate arrangement for hospitals (medical facilities) to treat contaminated and contaminated inj6 red individuals. '

Contention 6 - Inadequate arrangements for transport of evacuees l requiring transport assistance.

Contention 7 - Lack of plans , host facilities and personnel to provide adequate protection to those in special facilities.

Contention 8 - Inadequate EPZ size because of exclusion of the  !

City of Haverhill, Massachusetts.

Contention 9 - a) Lack of an adequate public alerting and notification system.

- b) No specified arrangement for DOI notification of transients in the Parker River Natio.nal Wildlife Refuge on Plum Island.

Contention 10- Lack of adequate protection for the beach area populations.
