'We would like to note, for the record, that SAPL objects to the Applicants' Motion to Strike SAPL Response to the Appeal Board'n. "
August 30, 1989 Order dated September 20, 1989.
SAPL's September 15 response was intended to be, and we believe was, fully within the framework intended by the Appeal Board when it authorized interveners to file "any comments on Applicants' responses to this order by September 15, 1989."
We have one point to make in response to the Applicants' and staff's pleadings.
Applicants and NRC Staff persist in suggesting that it is only Bampton Beach visitors from Great Boar's Head south to the harbor that are to go to the Manchester reception center.
Actually, the NHRERP Evacuation Time Estimate study (Ex.
5, Vol.
- 6) states that it is transients from Rt. 51 South--not Great Boar's Head--that are to go to Manchester; and Rt. 51 intersects the beach approximately one-half mile south of the Great Boar's Head.
(Those north of this point are apparently intended to be directed to Dover, although neither the EBS messages, or the public information material make this clear.)
Thus, even on Applicants' theory that Hampton Beach is only "Hampton Beach South," there is no proper basis for deriving the numbers to be planned for either at Manchester or Dover, since no estimate of the numbers from Rt. 51 north to the Great Boar's Head appears anywhere.

Barbara Tompkins, Secretary Page 2 September 22, 1989 SAPL wishes to join in the response to the Applicants' Motion to Strike of September 20 filed by the Massachusetts Attorney General's office.
It is obvious that the Appeal Board is working hard on the pending appeals, including the reception center issue.
Again, SAPL would note its hope that this hard work will permit the Board to issue a decision in the near future, at least on the reception center issue.
