We urge pro nuclear, anti-nuclear, plant workers, civil defense organizations, federal, state and local government and the general public to join us in ensuring that Seabrook Station is the safest nuclear power station on Earth. We believe that by closely monitoring the environment within a 25 mile radius of the plant it will be possible to detect the effects of airborne and waterborne emmissions of radioactive by.
. products from Seabrook Station. The analysis and distribution of the Information from the monitoring network will become part of the public record and make Seabrook Station owners and the Nuclear Regulatory Commission accountable and responsible for the health and safety of the citizens and environment effected by the emmissions.
Objectives:
- To monitor every airborne and wa erborne emmission from Seabrook Station.
- To make Seabrook Station accountable, for each emmission.
- To enforce a responsible attitude from Sehbrook Station regarding all emmissions.
Me.'.hodology: PHASE 1 At present the NRC and State radiation control bodies monitor emmissions with - Thermo Luminescent Dosimeters (TLD's). These monitors are passive devices that simply absorb radiation. After 3 months, the chip is removed and analyzed. The result is a measure of

the total radiation absorbed in that 3 month period and at best can only Indicate that either the radiation absorbed was the expected background level or that there had been a greater than l
- expected level of radiation during that 3 month period.
1 The 'RADALERT' monitoring devices (see appendix 1) used by the Citizens Radialogical l Monitoring Network (CRMN), are low cost ($275 per unit) devices that show radiation l emmissions as they happen. A count of radiactive impacts detected by the monitor may be read on ' a liquid crystal display on the device itself or the monitor can be connected to a computer for processing. TheRADALERT' device has an alarm feature which will sound when the level of radiation during the past minute has reached a predetermined level. This alert is in the form of j an audible signal from the local device and can also be detected by a computer. l

CMM i i Phase 1 of the monitoring willinvolve the strategic location of 4 devices around the plant to monitor the emmissions 24 hours a day. These units will be connected to a lap top computer which will collect the information on disc for future processing. These devices will have the
' alert'_ level set to indicate to an individual that radiation levels have' reached an unacceptable -
level. In addition to these 24 hour monitoring locations there will be 10 to 30 units In the hands of volunteers who will take random daily readings of radiation levels at their geographical location and mall the results together with weather information to the CRMN headquarters for-weekly processing. Phase _1 will also include the collection and analysis of marine plants to establish background radiation levels and the monitoring of the cooling water from Seabrook Station using underwater
'RADALERT' devices.
PHASE 2 This phase will involve the deployment of 50 new highly sensitive 'RADALERT' ' devices and microweather stations ($300 each) around the plant, connected to a central computer. A program will display a map of the plant and surrounding areas. Superimposed on the map will be the monitoring locations and an indication of the radiation level at each location, it should be noted that the technology to produce such a monitoring system is all off the shelf. To fully. Implement phase 2 will cost approximately $75,000 to $100,000. Current Situation and what you can do to help. The CRMN Seabrook, was founded by Clive Lee, a North Andover businessman who lives in Newburyport. The monitoring network is modeled on a similar project based in Duxbury, monitoring emmissions from the PILGRIM 1 power station. A grateful acknowledgement is hereby given to Mr. David Quaid, the Director and founder of the Duxbury network who gave and continues to give many hours of his valuable time to ensure the speedy implementation of the l Seabrook Station monitoring network. To date,6 monitoring locations have been established. Additional'RADALERT's are available for distribution for phase 1. Volunteers are needed to take daily samples of the radiation levels at their location. The monitoring will be most effective by careful selection of geographical I locations used for monitoring.
