' Subcommittee's' attention.
The first concerns the SPDS, wh?ch is mentioned in:the August 17 transcript at page 25..SAPL has'long been concerned about.'the fact that the Seabrook SPDS is not: fully.
We would
. operational, and compliant with regulatory-requirements..
urge;the Committee.to follow up on its questions.regarding~this,
- and
- particularly should advise the Commission that no full power licens'Lshould be issued until a fully compliant SPDSk.as required-e
'by NUREG-0737,'Supp. 1, is operational.
At present, the NRC Staff-has~ agreed that a fully compliant SPDS can be deferred until the firstrrefueling outage.
The-second matter has to'do'with.the reference to the public alert
.and notification system.- At Tr. 94, New Hampshire Yankee's Callendrello advised that one of the special features of the New Hampshire Emergency Plan was the capability of the siren warning system.to oroadcast pre-recorded announcements using its public address ft nction."
SAPL believes the Committee should xnow that these> sirens, which are claimed have the capability foi public address ant.ouncements, have ntver been tested in thia mode.
