Dear Dr. Asmussen:

1 This letter acknowledges receipt of your letter dated July 16,1997, which transmitted i changes to General Atomics' (GA's) Fixed Site and Transportation Plan for the Protection ,

of Special Nuclear Materials of Moderate and Low Strategic Significance submitted under the provisions of 10 CFR 50.54(p).

! Based on your determination that the changes do not decrease the overall effectiveness of

- your security plan and after limited screening of the changes, no U.S. Nuclear Regulatory l Commission (NRC) approvalis required, in accordance with 50.54(p). Implementation of i these changes will be subject to inspection to confirm that the changes have not decreased j the effectiveness of your security plan.

The enclosure to your letter contains information of a type specified in 10 CFR 2.790(d) and will be withheld from public disclosure. In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC Public Document Room.

This letter applies only to those aspects of the plan applicable to GA's research reactors. If you have any questions concerning this matter, please contact me at 301-415-1127.
