Dear Mr. Adams:

Enclosed is the latest revision of General Atomics'(GA's) " Fixed Site and Transportation Plan for the Protection of Special Nuclear Materials of Moderate and Low Strategic Significance." This plan addresses the physical protection requirements of GA's special nuclear materiallicense SNM-696 and its TRIGA reat, tor licenses R-38 and R 67. The revisions made to the plan were determined not to result in a decrease in the effectiveness of the plan and were made pursuant to 10 CFR 70.72(e) and 50.54(p)(2).

For the most part, the changes were made to reflect the fact that GA's SNM-696 license has been amended to authorize possession only of SNM. Revisions specific to GA's TRIGA reactors include editorial changes in section 1.2 of Part I and section 1.3 of Part 11 which reflect the fact that the Mark F reactor (R-67) has been made inoperable and its license amended to withdraw authorization to operate, and that a possession only license amendment is pending for the Mark I reactor (R-38).
