Dear NRC Officials:

l On May 22,1997, PECO Energy Company (PECO Energy) submitted a request for an exemption from certain provisions of 10CFR 50 Appendix R, Section Ill.G, " Fire Protection of Safe Shutdown Capability." This exemption request is related to PECO Energy's resolution of Generic Letter (GL) 92-08, 'Thermo-Lag 330-1 Fire Barriers." Specifically, an exemption was requested from the automatic fire suppression requirement stipulated by Section Ill.G.2.c for thirteen (13) fire areas located in the Peach Bottom Atomic Power Station (PBAPS), Units 2 and 3 Turbine Building and Control Structure. In addition, affirmation of a previously granted exemption was requested for one (1) fire area in the Control Structure and two (2) fire areas in the Reactor Buildings. The NRC had previously granted this exemption in March 1985 based on the then known fire loading, which was impacted by the combustible loading of the installed Thermo-Lag fire baniers.

The resolution strategy of the Thermo-Lag issue has been modified such that it meets the requirements of 10CFR50, Appendix R and new exemptions are no longer necessary.

Furthermore, an engineering evaluation has verified that the assumptions used by the NRC in the previously granted exemption for the three (3) areas are still valid and that affirmation of the existing exemption is unnecessary. As stated in the May 22,1997 letter, the combustible loading in these three (3) areas, including the Thermo-Lag material, is low with an associated fire duration i of less than 45 minutes. Some of the Thermo-Lag in these three (3) areas is being removed or replaced with a non-combustible qualified fire barrier which reduces the combustible loading.

Therefore, this letter withdraws the above discussed exemption request and exemption affirmation request dated May 22,1997.
