SITE CHARACTERIZATION AND DECOMMISSIONING PLAN FOR 71 SHELTON AVENUE, NEW HAVEN, CT I I

Dear Mr. Bonito:

This refers to your August 17,1998 letter that transmitted your Characterization Plan and l Decommissioning Plan, both dated August 14,1999. These Plans address the localized l radioactive contamination that was identified at 71 Shelton Avenue, New Haven, CT, which was a location of use for enriched uranium previously authorized by NRC License No. SNM-368. We have completed our review of these plans and do not object to your proceeding with the l activities described in the subject plans.

Please be advised that because your license had been terminated, the contractor that you select to conduct the decommissioning activities must conduct those activities involving source  ;

material in accordance with the conditions of their NRC or Agreement State license. Further, it is our understanding that any employee or contractor for UNC Naval Products will follow the Radiation Protection Program outlined in your Decommissioning P!an.

With respect to coordination with NRC on this project, NRC presence is not required during site characterization and decommissioning activities. However, we request that you provide this office with a projected schedule for on-site activities to enable observation of selected activities and confirmatory sampling prior to backfilling remediated nreas. As stated in your Decommissioning Plan, we are available to discuss specific remediation efforts that are beyond the scope of your Decommissioning Plan. 4 If you have any questions, please contact me at (610) 337-5205 or Dr. Ronald Bellamy, Chief, Decommissioning and Laboratory Branch at (610) 337-5200.
