SUBJECT:

REQUEST FOR TECHNICAL ASSISTANCE-NRR POSITION ON TECHNICAL SPECIFICATIONS INTERPRETATION-PRIMARY CONTAINMENT ALLOWABLE LEAKAGE RATES The attached memorandum outlines an issue concerning interpretation of the Dresden Technical Specification limit for allowable primary contain-ment leukage during plant operations. To enable us to insure that the licensee's interpretation is consistent with NRC policy, *:e request NRR review the attached Dresden Technical Specifications and provide us with -

a position on this matter. Additionally, considering that Dresden has custom Technical Specifications, please review the attached standard Technical Specification requirements for primary containment leakage and l f

provide us with guidance on the allowable operational liniit. This will facilitate resolving interpretation differences at other facilities in the future.

We would appreciate a response to these questions by December 19, 1983.
